What, exactly, is Dept. 56?

I've heard of certain Rubba Ducks being "Dept. 56" specials; and it seems Dept 56 has their own line of very charming duckies. Charlotte has a pretty picture of the big one in the oldest picture gallery of her collection. What puzzles me is that Dept. 56 is not a store I know of. Where do you buy these ducks? Thanks!
