If it's not too bad, sometimes you can use diluted bleach. If you need something stronger, then I have successfully used Goof Off to completely remove sticky price tag residue. You should test a little on the bottom just to make sure that it won't damage the duck. And definitely only use the stuff on new vinyl duckies 'cause it's strong stuff.
