I've lived in beach and bay cities a long time so have heard a bit about this. Waste from critters in the wild goes through a slow decomposition process. In the wild, most waste slowly becomes fertilizer for plants where it drops (on the dirt). In the city everything is covered with cement so pet waste almost immediately gets washed into storm drains which then drain into the nearest body of water. It hasn't had much time to decompose so you've basically got fecal matter in the water. Depending on currents, this matter has been known to wash ashore. Anyone for a swim now?
